In the years before World War I new prophets stepped forward with schemes meant to prevent the disintegration of the Empire, and new groups appeared offering to educate the public on the perils which would result from a failure to take necessary action. Among these groups was a coterie of young Oxford graduates called "Lord Milner's kindergarten." Drawn to South Africa during and after the Boer War to serve under Milner in the reconstruction of the two former Boer republics, they remained after the restoration of self-government in 1906 to work for Milner's goal of a united South Africa loyal to the British Empire.'
